SALARY AND PAY ADJUSTMENT

The board of supervisors sets the starting salary ranges for positions and annually reviews job performances. Supervisors may evaluate employees or delegate to the Program Administrator. Pay rates of employees in similar positions and skill levels in the OFSWCD program area and compensation of Holmes County employees are considered when compensating employees. The board is fiscally responsible for the District’s operating budget, and special fund budget projections must be considered when determining compensation.

HEALTH CARE BENEFITS

The Holmes SWCD offers a comprehensive health care package to its employees who qualify. Holmes SWCD health care benefits are offered through the Holmes County commissioners’ office and are subject to change when the County benefits package changes. Enrollment into the County health care benefits is not required.

 A Holmes SWCD employee shall be eligible to receive single or family coverage hospitalization insurance paid jointly by the employee and the District, in accordance with the county policy.  The employee may enroll in any other health care coverage at the employee’s own expense.

 If the employee provides proof of insurance for himself/herself and dependents, the employee may choose not to participate in the insurance program and be compensated quarterly (January-March, April-June, July-September, October-December) with the payments made April 1, July 1, October 1 and before December 30 in the same calendar year. The payment will be decided by the board prior to the county’s open enrollment period for the following year.  This amount will be pro-rated and repaid to the District by the employee if there is a change of coverage or if the employee leaves the district.

 RETIREMENT BENEFITS

Holmes SWCD employees contribute to the Public Employees Retirement System (PERS). www.opers.org has current information regarding PERS benefits.

DEFERRED COMPENSATION

The Holmes SWCD offers its employees The County Commissioners Association of Ohio Deferred Compensation Plan or Ohio Public Employees Deferred Compensation Program.  Contact the Holmes County Human Resources Director for more enrollment information. Employees have the option of investing or not investing in this plan at their own expense.  If employees choose to invest, the Holmes SWCD will match the employee’s contribution one to one up to 5% of the employee’s annual salary. Employees must make arrangement for his/her contribution directly with the deferred comp program. The Administrator must be notified so he/she can budget accordingly and provide documentation to the County Auditor bookkeeping department.

MEDICARE COVERAGE

All employees hired after March 31, 1986 shall participate in the Medicare Program. This includes reactivated and transferred employees from agencies, other than Holmes SWCDs, as well. Contributions will be made by the employee and matched by the employer at a rate of 1.45% of the employee’s taxable income.

WORKERS COMPENSATION

Workers Compensation -- the state insurance fund for the benefit of employees who sustain injuries in the course of, and arising out of, the employee’s employment, covers employees. The employer makes payment into the fund only.

UNEMPLOYMENT COMPENSATION

The Holmes SWCD is subject to the rules of unemployment compensation when an employee is terminated. The Holmes County Human Resources Director should be consulted for unemployment compensation claims.
